Odds Comparison Sites - Betting.Exchange

So we are about a year and a half away from the US presidential election. I thought it would be fun to track the betting odds on candidates. Ive been using the odds from oddschecker.com (all the numbers blow are from the 1st of june)
So I generally get how odds work and what they mean but I'm a little confused about what the spread between different odds mean. (odds below are in decimal form)
For instance:

For Jeb Bush:
17 gambling sites offered odds on him.
High: 3.50 (28%)
Low: 2.75 (36%)
AVG: 3.05 (32%)
For Mike Huckabee
17 sites offered odds on him.
High: 34 (3%)
Low: 13 (8%)
AVG: 22.65 (4%)

So for Jeb the difference between the high and low is very small. And for Huckabee the difference is much larger. Im assuming that the difference is a measure of uncertainty. Or inversely, a measure consensus between gamblers. Is that correct?
Also which odd is more important? The highest, the lowest or the average? With Mike for instance the '34' odd means that for $1 gambled $33 is won if Mike wins. So this means that someone is confident Mike WONT win. In contrast for the '13' odd means that a $1 bet results in $12 won if Mike wins. So this means that there is a 'better' chance of mike winning. Which one of these odds tells us more? Because if I'm understanding this correctly, these two odds are telling us conflicting things.
